To ask the Secretary of State for Social Security, pursuant to his answer to the hon. Member for Coventry, North-East (Mr. Ainsworth)Official Report, columns 85–86, what were the savings in expenditure for 1991–92 resulting from the changes made to national insurance benefits since 1979, taking into account their cumulative effects.

It is not possible to provide a reliable estimate of the cumulative 1991–92 savings resulting from the changes to national insurance benefits listed in my reply of 6 July because since the measures were introduced there have been significant changes in the number and characteristics of beneficiaries, and in general economic circumstances.
