§ Miss WiddecombeIt is not possible to provide a reliable estimate of the cumulative 1991–92 savings resulting from the changes to national insurance benefits listed in my reply of 6 July because since the measures were introduced there have been significant changes in the number and characteristics of beneficiaries, and in general economic circumstances.
