To ask the Secretary of State for Employment what guidance has been given to training and enterprise councils to enter into short-term contracts, and on what basis, and with what criteria, that guidance is to be applied.

My right hon. Friend has not issued any guidance to training and enterprise councils about entering into short-term contracts.
