No. As I told the House on 3 June at column 927, while the Government fully support the intention of improving the speed and efficiency of cross-border payments, which lie behind the EC Commission's proposed charter, we believe that the emphasis—as stressed in the Commission's report—should be on the banks introducing their own initiatives in this sector.
