To ask the Secretary of State for Foreign and Commonwealth Affairs when the parliamentary delegation announced in March by the Chinese Foreign Minister Qin Qichen is leaving for China; how long they will spend in Tibet; what parts of Tibet and Tibetan autonomous areas in Qinghai and Sichuan provinces they propose to visit; whether they will be free to visit any place they wish and if he will provide an independent translator fluent in Tibetan, Chinese and English and an independent expert on Tibetan affairs to accompany them.

The high-level study group agreed between the Prime Minister and Premier Li Peng under the leadership of Lord Howe is to visit China later this year. Details of its itinerary and membership have still to be settled.
