To ask the Chancellor of the Duchy of Lancaster what steps are being taken to encourage British-trained scientists to remain in this country.

There have always been British scientists living abroad whom we would like to see back working in Britain; just as there are non-British scientists working in Britain who will be welcomed back home by their countries of origin. The fact remains, however, that the guidance of university appointments indicates that Britain has consistently had a favourable net balance of trade at all levels in the brain trade in the 1980s.
