§ Mr. HinchliffeTo ask the Secretary of State for Social Security what steps he has taken to satisfy himself that income support payments made towards the cost of residential care provided by the Ling Trust in Essex for former residents of Turner Village mental handicap hospital were made in accordance with regulations allowing such payments to be made only in circumstances where the care provider is independent of a health authority.
