To ask the President of the Board of Trade if he will take steps to ensure that customers for credit facilities are no longer blacklisted solely because they share the same address as someone else, unconnected with them, who has a bad debt record.

[holding answer 29 June 1992]: No, this was a matter recently considered by the Data Protection Tribunal. The tribunal ruled that from 31 July 1993, credit reference agencies, which provide details of individuals' credit status to lenders, should no longer provide information on people other than the credit applicant except people who are reasonably believed to have been living as members of the same family as the applicant in a single household. Where agencies are aware that individuals sharing the same address have no financial connection with the applicant, they may not provide information about those individuals.
