§ Mr. Douglas HoggI welcome the addition of a parliamentary dimension to the CSCE process, and in particular the adoption by the parliamentary assembly of declarations in favour of strengthening CSCE institutions. I agree with the assembly that respect for CSCE values, including parliamentary democracy and human rights, should be translated into every day practice, and that CSCE should seek to prevent and resolve conflicts both within and between states.
