Member for South Down (Mr. McGrady) on 9 June,Official Report, column 146, he will set out the procedures by which the Government will judge whether developing countries are unable to deal safely with toxic wastes prior to giving permission for their import into the United Kingdom.
§ Mr. MacleanUnder the current draft of the waste shipments regulation, developing countries would have to present a duly motivated request on the basis that they did not have and could not acquire the technical capacity and the necessary facilities in order to dispose of the waste in an environmentally sound manner.
