§ Mr. HigginsTo ask the Parliamentary Secretary, Lord Chancellor's Department what estimate he has made of the effect on tenants of commercial and industrial property as a result of delays in implementing the proposals in the Law Commission consultation paper of 1986 "Landlord and Tenant: Privity of Contract and Estate". Law Commission paper No. 95; and if he will now take steps to implement the proposals.
Mr. John M. TaylorThe Lord Chancellor has received a number of representations from those affected by the rules of privity of contract and estate. He is well aware of the difficulties faced by some tenants and has recently met representatives of both tenants and landlords. He is now considering their representations and hopes to make a statement about the Law Commission's proposals before long.
