The effect of policy on caseloads is continuously assessed but, as my right hon. and learned Friend the Secretary of State for the Home Department made clear, in answer to a question from the Member for Bradford, West (Mr. Madden) on 30 June,Official Report, columns 523–24, it is not possible to estimate accurately the number of applicants who may be effected by this guidance. The effect, therefore, on the number of appeals to the immigration appellate authorities is similarly unclear.
