§ Mr. Garel-JonesThe principle of subsidiarity states that the Community should take action
only if and in so far as the objectives of the proposed action cannot be sufficiently achieved by the member states".The Lisbon European Council set in hand urgent work on the procedural and practical steps to implement this principle. The Commission and the Council will report to the European Council in Edinburgh.
