§ The Prime MinisterThe Lisbon European Council invited the Commission and the Council to undertake urgent work on the procedural and practical steps to implement the principle of subsidiarity and to report to the European Council in Edinburgh on 11 and 12 December. This will be an important priority during our presidency.
