§ Mr. HowardMy Department's advisers are continuing to negotiate in respect of Harbour Exchange, East India Dock and Canary Wharf. In the answer I gave to the hon. Member for Sheffield, Attercliffe (Mr. Betts) on 9 June,Official Report, column 150, I said that a fourth docklands development at Thomas More square, Wapping had been ruled out on the ground of cost. However, the owners of Thomas More square have now sought my agreement to be allowed to enter into the negotiations on the same terms as the other three contenders in docklands. I have agreed that they may do so.
