§ Mr. GoodladThe cost of the market testing initiative since November 1991 has been £10,600 in the Foreign and Commonwealth Office and £15,000 in the Overseas Development Administration. These figures do not include staff costs incurred so far. I intend, however, to monitor the full costs, including staff costs, of implementing the market testing programme.
