§ Mr. BaldryI refer my hon. Friend to the 15th report of the Royal Commisson on environmental pollution: "Emissions from Heavy Duty Diesel Vehicles" (Cm 1631), published in September 1991. Paragraphs 2.26 and following give a useful summary, with references, of the evidence on the environmental and health effects of diesel emissions. In general, this is relevant to emissions from diesel-powered cars as well as heavy vehicles.
