§ Mr. BaldryA decision about location has been delayed because the agency is one of a number of new EC institutions yet to be sited somewhere in the Community. Agreement on the siting of the agency is at present dependent upon agreement on the package as a whole. The issue of where the European Parliament should meet in the future in particular is holding up progress.
