asked Her Majesty's Government:

Whether they will provide, in respect of the European Commission's budget as agreed for the year to 31st December 1992, the numerical and financial particulars of the Commission's staff as provided for in the first indent of paragraph 4(a) of Article 13(a) of the EC Financial Regulations of 21st December 1977 (as amended to 16th March 1990).

The Commission, in presenting its preliminary draft budget (PDB) in June 1991, proposed appropriations to cover 13,585 posts, the same as in 1991, broken down as follows:

  • 13,133 posts for the Commission;
  • 24 posts for the Euratom Supply Agency;
  • 428 posts for the Office of Official Publications.

In addition, the PDB proposed 2,080 posts for the Joint Research Centre, 100 below the 1991 total.

The budgetary authority (Council of European Parliament), in establishing the 1992 draft budget, agreed to a Commission request for increased staffing. Appropriations were transferred from within the budgetary ceiling available for Commission administration to cover an extra 327 staff. The total administrative budget, including salaries, remains unchanged from the PDB at 1,872 mecu (about £1,300 million).
