§ Lord James Douglas-HamiltonThe gross HRA capital allocations and the percentage based on capital receipts, issued to Edinburgh and to Scottish local authorities in aggregate in each year since 1982–83 are set out in the table. The figures incorporate any supplementary allocations made during the year and are expressed in cash terms.
