§ Mr. Douglas HoggWe have regularly urged all non-proliferation treaty parties, and especially those with nuclear facilities, to comply with their obligation under the treaty to conclude and implement full scope safeguards agreements with the IAEA at the earliest opportunity. Tunisia has in fact concluded such an agreement; regrettably, Syria and Yemen have not as yet done so.
