§ The Prime MinisterThe Government's policy continues to be to work for secure defence at the lowest possible level of armaments, both conventional and nuclear, building on the arms reductions announced by us and others in 1991. The immediate priority is to ensure full compliance in the Commonwealth of Independent States with the arms control undertakings of the former Soviet Union.
