To ask the Secretary of State for Wales what new quangos he plans to establish during 1992.

In 1992 my present plans include the establishment of the Wales Youth Agency and, subject to the Further and Higher Education Bill receiving Royal Assent, the Further and higher education funding councils for Wales.
