HC Deb 20 January 1992 vol 202 c16W
Mr. Livingstone

To ask the Secretary of State for Defence how many agreements exist between Britain and the United States of America for the exchange of information about chemical and biological warfare; what are the titles of these agreements; how long each agreement has existed; what is the nature of each agreement; and which other countries are involved in each of these agreements.

Mr. Archie Hamilton

The United Kingdom abandoned all offensive chemical and biological weapons in the late 1950s. Since then the United Kingdom has been wholly concerned with chemical and biological defence, that is, the provision of effective protective measures for the United Kingdom armed forces.

Regular liaison and exchange of information takes place between the United Kingdom and the United States of America, as well as other allies, in the field of chemical and biological defence under a number of general defence agreements. A United Kingdom-United States of America-Canada memorandum of understanding on chemical and biological defence was signed in 1980, addressing exchange of information on chemical and biological defence research and development, and on production and procurement of chemical and biological defence equipment.
