From January 1992, the Department of Energy introduced the home energy efficiency scheme which replaces and improves on community insulation projects and the home insulation scheme; and the Scottish Office "Keep Warm this Winter" Campaign offers free advice and assistance to anyone concerned about the adverse effects of cold weather.
