asked Her Majesty's Government:

Whether the plans for house-owners to become tenants or part-owners of their houses as they announced on 19th December will entitle for this scheme home owners who are not unemployed but who qualify in other ways to receive income support; and what is the estimated cost in the next financial year.

Entitlement to income support carries with it, in appropriate cases, help with interest payments on a mortgage. This is not limited to unemployed people but extends to other recipients of income support. We have no proposals to change this.
