§ Mr. MichaelTo ask the Secretary of State for Wales what is his target for next year and for each of the next five years as to the percentage of children between the age of three and school age in(a) Wales and (b) each county in Wales for whom he wishes to see child care provision from public funds.
§ Mr. Nicholas BennettSection 19 of the Children Act 1989 places a duty on local social services authorities to review day care services for young children in their areas, including the level of public provision. Each local authority is required to conduct a review and to publish its results within a year of the Act's implementation (14 October 1991). Further reviews are to be undertaken at three-yearly intervals. Guidance to the authorities on the exercise of this review duty is contained in chapter 9 of volume 2 of "The Children Act: Guidance and Regulations—Family Support, Day Care and Educational Provision for Young Children."
