§ Mr. YeoSince 1981–82 local authorities have been able to augment the borrowing power of their housing investment programme—HIP—allocations by using the prescribed proportion of their capital receipts. Manchester city council has made substantial use of receipts to fund capital expenditure over this period. HIP allocations and gross capital expenditure for the last 10 years were:
