§ Mrs. ChalkerThe European Parliament vote on 15 January denied the necessary assent to the proposed EC/Morocco fourth financial protocol. Her Majesty's Government support the protocol as an important element in strengthening EC relations with Morocco. We believe that concern over human rights is best expressed separately and does not justify withholding assent to this protocol which we believe should be implemented.
