§ Mr. Douglas HoggA fourth round of bilateral negotiations started in Washington on 24 February. The first substantive meetings of the five multilateral working groups set up at the co-ordinating meeting in Moscow at the end of January are due to take place at the end of April and the beginning of May. They will cover economic development, water issues, the environment, refugees and arms control. We continue, with our European partners, to give full support to the process. Progress is bound to be slow but some momentum has now been achieved.
