§ Mrs. RumboldNo. Convicted prisoners who are detained on the qualifying date of 10 October cannot be regarded as resident for electoral registration purposes at either their place of detention or their home address. There is no provision for adding to the register the names of people who became resident after the qualifying date. Released prisoners are in the same position as anyone else who becomes resident after the qualifying date.
