Whether in their view Iraqi compensation to Iran should precede Iraqi compensation to Kuwait.

Iraq must in due course compensate both Iran and Kuwait for the damage caused by its aggressions. The terms of SCR 687 relating to Iraq's aggression against Kuwait are more specific than those of SCR 598 relating to the Iran/Iraq war.
