§ Mr. Lennox-BoydDiplomatic relations with Afghanistan have not been broken. The Afghan embassy in London continues to function under a charge d'affaires. British diplomats were withdrawn from Kabul in February 1989 because of the uncertain security situation. We have no present plans to reopen the embassy.
