§ Lord Murray of Epping Forestasked Her Majesty's Government:
Whether they will publish a table showing the relative rates of inspection undertaken by each of the signatories of the Memorandum of Understanding (MoU) on Port State Control (shown as a percentage of the number of foreign ships calling at the ports of the MoU member countries) for each of the past five years.
§ The Minister of State, Department of Transport (Lord Brabazon of Tara)The publication of individual performance data is a discretionary matter for the governments of the states concerned. However the following table compares United Kingdom inspection rates with the rates for administrations which have agreed to publication together with the average figures for all 14 signatory states over the last five years for which figures are available:
information as to what has happened to the closed schools which were the subject of the applications: and whether there has been any application to the Charity Commissioners for the property and funds to be applied cy-près, as they could and should have been under Section 13 of the Charities Act 1960.
§ Baroness Denton of WakefieldI refer the noble and learned Lord to the Answer I gave on 21st February (Col.WA 56). Only one application to include a school in an order has been concluded without the making of an order. That school has since been made the subject of a fresh application, which is currently under consideration. The remainder of the applications which are outstanding will result in the making of an order subject to representations received and the provisions of the Reverter of Sites Act 1987 where they apply. In these circumstances, any application for a cy-près scheme by the local trustees to the Charity Commissioners that may have been made will not be considered until the Secretary of State for Education has decided whether or not the order will be made.
