§ Mr. John PattenGuidance on this matter, approved by the ministerial group on the voluntary sector, has been issued by the Home Office to all Government Departments. It has been circulated to officials within the Home Office. The guidance is designed to ensure that, when considering changes of policy or changes in procedures, the Home Office, and other Departments, should assess the implications which those changes may have for voluntary organisations and charities.
