§ Mr. Peter LloydPolicing inside football grounds and at similar events is provided as a special police service, for which charges can be made under section 15 of the Police Act 1964. The guidance which has been issued on policing at football grounds includes general guidance on the principles of charging for special police services. The decision whether to provide a special police service is a matter for the chief constable concerned.
