(2) if he will publish a table in the same form as in his answer of 7 November 1988, Official Report, columns 35–36, showing for 1989–90 and 1990–91 the number of 256W agreement reached relates to the so-called transitional period, which, in principle, will end on 31 December 1996 subject to unanimous agreement that the conditions for moving to the definitive system have been met, but is without prejudice to the future of our zero rates thereafter.
