§ Mr. BaldryThe stabilisation of emissions of carbon dioxide, if applied globally, will slow the rate of increase of carbon dioxide concentrations in the atmosphere. The impact of the United Kingdom acting alone would be negligible. We therefore strongly support concerted international action to control carbon dioxide emissions.
