2. The figures for 1991–92 are the boards' further and higher education budgets as stated in their financial schemes. Following the introduction of local management of colleges on 1/4/91 these budgets include provision for full time teachers' salaries, which had previously been paid directly by the Department of Education for Northern Ireland.
