What information they have about the numbers of Russian, or CIS servicemen remaining outside the boundaries of the former Soviet Union, and whether they can give figures for each country; whether they have been given assurances about the withdrawal of Russian forces from the three Baltic states, and whether a time-table has been established for this.

Excluding personnel in military assistance teams, CIS servicemen remain in Germany (approximately 247,000), Poland (approximately 37,000), Mongolia (approximately 9,000), Cuba (approximately 2,500) and Vietnam (several thousand). Approximately 126,000 CIS servicemen remain in the Baltic States. On 20th January we were told by President Yeltsin that a Russian state commission would draw up a schedule for their withdrawal. At discussions between Russia and each Baltic state between 31st January and 2nd February Russia agreed to prepare timetables under which the first troop withdrawals would begin this month.
