To ask the Secretary of State for Foreign and Commonwealth Affairs what changes have been made in the 1991–92 cash limit for expenditure by the Overseas Development Administration.

Subject to parliamentary approval of the necessary supplementary estimate the cash limit on the Overseas Aid Vote (class II vote 5) will be increased by £22,188,000 from £1,638,342,000 to £1,660,530,000. The increase primarily provides for additional bilateral assistance to the former Soviet Union. The supplementary also provides for an increase of £900,000 in the net running costs limit of the Natural Resources Institute. The increase will be charged to the reserve and will not therefore add to the planned total of public expenditure.
