Sir John Hannam

To ask the Secretary of State for Social Security what were the numbers of(a) initial claims and (b) renewal claims for mobility allowance and attendance allowance in 1991; how many were (i) refused and (ii) refused but later awarded on review.

Mr. Scott

In 1991, there were 231,000 initial and 45,000 renewal claims for mobility allowance. 120,000 claims were unsuccessful. 11,000 awards were made following a review.

There were 539,000 initial and subsequent claims to attendance allowances. 108,000 claims were unsuccessful. Complete information is not available about renewal claims to attendance allowance, although of some 45,000 processed by regionally located disability benefit centres, the majority resulted in an award. Information is not available about the success rate, on review, of unsuccessful initial and renewal claims.

Notes:

  1. 1. Claims for both mobility allowance and attendance allowance which were received in 1991 were not necessarily processed in that year.
  2. 2. Generally a renewal claim is one which is made on an existing limited period award to extend that award, but a subsequent claim is one made following disallowance of an earlier claim or sometime after a previous award has lapsed.
