Mr. Harry Barnes

To ask the Secretary of State for the Environment if he will list in descending order the 1992–93 standard spending assessments per head for designated poll tax contributions in each district council area in England and also show in each case figures per head per poll tax payer for(a) enhanced population, (b) density, (c) sparsity and (d) all-ages social index, in each case multiplied by the appropriate scaling factor.

To ask the Secretary of State for the Environment when he proposes to bring forward legislation to implement his draft circular on local authorities' assets in companies.

Mr. Portillo

The Government propose to implement part V of the Local Government and Housing Act 1989 —local authorities' interests in companies—in due course when the drafting of the necessary secondary legislation has been completed.
