§ Mr. Garel-JonesThe ability of Russia and the other republics of the former Soviet Union to maintain effective controls on the export of sensitive technologies and materials is a matter of continuing concern. We have raised this subject in our contacts with some of the states in question, and are in touch with our friends and allies to determine how best we can offer advice and assistance.
