§ Mr. LamontThe Treasury does not undertake or sponsor large capital projects. It has, however, used leasing arrangements in the past. Decisions to lease or buy have been taken on value-for-money grounds. For the future, opportunities for further private finance will be considered in accordance with Treasury guidelines.
