§ Miss WiddecombeWe are considering what opportunities there may be within the Department and its agencies to use private finance, following the announcement of the private finance initiative by my right hon. Friend the Chancellor in the autumn statement on 12 November 1992 at column 996. The principle in each case will be to seek to transfer risk to the private sector and gain value for money.
