§ Mr. Michael ForsythImportant elements of the private finance initiative include capital projects or the provision of services where the greater part of the cost involves capital expenditure. Although the majority of the Department's spending is not in this area, we are considering how to apply the initiative on the basis of the guidance which has been published by the Treasury.
