To ask the Secretary of State for Scotland what is the estimated level of capital investment required to meet the water supply quality regulations for(a) each of the next 15 years and (b) the next 15 years in total; and if he will provide a breakdown by each water authority.

[holding answer 14 December 1992]: The capital expenditure to meet the requirements of the Water Supply (Water Quality) (Scotland) Regulations 1990 is estimated at over £1.5 billion. A breakdown in the form requested is not available. However, estimated capital expenditure by authority to meet the requirements of the regulations is given in the table. On top of this, it is estimated that additional works of renewal and refurbishment of cast-iron mains will add some £247 million and that a further £55 million capital expenditure will be incurred by the Central Scotland Water Development Board in connection with the regulations.

[holding answer 14 December 1992]: Details of capital expenditure requirements are not available in the form requested. However, for 1992–93, renewal, renovation and replacement of water mains, sewers and treatment works and plant accounts for about 19 per cent. of authorities' planned expenditure on water supply; and for about 27 per cent. of planned expenditure on sewerage and sewage treatment.
