asked Her Majesty's Government:

Why they recognised the sovereign independence of Slovenia, Croatia and Bosnia earlier this year, whether the processes by which the independence of these countries was achieved were fully compatible with the terms of the Conference on Security and Cooperation in Europe, and whether they will provide an explanation of the legal situation.

The member states of the European Community recognised the independence of Slovenia, Croatia and Bosnia in the light of the report of the Arbitration Commission attached to the European Community Conference on the former Yugoslavia and in accordance with the criteria adopted by the Foreign Affairs Council on 16th December 1991.
