§ Mr. ForthLocal education authorities have today been informed of their annual capital guidelines—ACGs—for schools which will total £443.5 million in 1993–94. They have also been informed of their allocations for capital spending by the governors of voluntary aided and special agreement schools in their areas—the overall grant to be made available in 1993–94 is £131.7 million. Provision for both sectors reflects the increasing rate of transfer of local authority schools to the grant-maintained sector; and the removal of sixth form colleges from local authority control.
268WAnnual capital guidelines do not represent the full total of funds available to local education authorities for capital expenditure. Authorities are also able to spend additional sums from capital receipts and from their revenue budgets if they so choose.
Local education authorities will be able to take advantage of the relaxation of the rules governing the permitted use of capital receipts announced by my right hon. Friend the Chancellor in his autumn statement. This removes for a period the requirement that 50 per cent. of such receipts should be used for debt redemption rather than capital spending.
Local education authorities have received considerable resources in the last few years for building work at schools. The substantial sum available in 1993–94, together with the new flexibility on capital receipts, should enable local education authorities to continue to make significant progress in improving the school building stock.
In distributing annual capital guidelines, I have again given priority to the second and third year expenditure on work covered by annual capital guidelines in earlier years, projects to provide new school places in areas of growing demand and cost-effective projects to remove surplus places.
I have also been able to make a substantial contribution towards work to put right deficiencies in existing school buildings and for the effective delivery of the national curriculum.
Of the total of £131.7 million grant for voluntary aided schools, £47.7 million has been set aside for repairs. The remainder—£84 million—is to be provided for capital work. Some £30 million of this will support new work to provide for new school places, cost-effective removal of surplus capacity as well as a range of improvement and replacement projects. Forty-nine major projects have been authorised to start and a further 24 to proceed to initial design work. My right hon. Friend and I look to local education authorities and school governors to ensure that this grant is fully and effectively utilised.
A total of £21 million of the total will be allocated in the form of supplementary credit approvals— SCAs—to LEAs and of grant aid for governors of voluntary aided schools for successful bids under the technology schools initiative, the results of which were announced yesterday by the Baroness Blatch.
