asked Her Majesty's Government:

Whether they will give their latest assessment of the human rights situation in Liberia and outline the steps they intend taking to promote awareness and respect for human rights among the parties involved.

Recent reports, including Amnesty International's report of 25th November, indicate that the human rights situation in Liberia has deteriorated greatly since the outbreak of hostilities between the National Patriotic Front of Liberia and the United Liberation Movement of Liberia for Democracy last August.

On 19th November we supported Security Council Resolution No. 788 which called on all parties to the conflict to respect strictly the provisions of international humanitarian law and requested the UN Secretary General to send urgently to Liberia a Special Representative to evaluate the situation and report to the Security Council.

Whether they have had any contact with each of the warring parties in Liberia, and if so to outline the representations they have made to them in relation to respecting human rights.

We have no diplomatic mission in Monrovia and have no formal contact with the warring parties in Liberia. British officials have had occasional, informal, contact with representatives of the National Patriotic Front of Liberia and the United Liberation Movement of Liberia for Democracy. In these contacts they have urged the parties concerned to respect human rights and to honour the Yamoussoukro IV Accord which provides the basis for a just and peaceful solution to the Liberian conflict.
